Somalia: Technical Selection Committee approves 202 parliamentarians

MOGADISHU — Somalia’s political transition process has received a shot in the arm after the Technical Selection Committee (TSC) approved more than 70 percent of Members of Parliament.

An arbitration committee, representing the country’s four major clans and a fifth, an alliance of minority clans, are entrusted with the task of nominating 275 legislators. They will name them based on a tribal power-sharing system known as 4.5 formula.

A Technical Selection Committee (TSC) then performs background checks on the potential legislators to help build public trust in them. The checks include their connection and involvement in the Somali civil war; any warlord or known human right offender is automatically blocked.

The TSC has so far rejected more than 60 nominated potential lawmakers due to their connection or role in the two decade war.

In total 202 legislators have been proved representing Somalia’s 4.5 parliamentary seat-sharing system. They include 23 legislators from the fifth alliance clans, 49 from Digil and Mirifle, 40 Darod MPs, 37 lawmakers for Hawiye clan and the Dir clan including the northern dominant Isaaq got 52.

Those representing the Isaaq clan include former members of Somaliland’s current administration.

The remaining 73 are being disputed and the arbitrary committee is trying to resolve it. Seasoned politicians in Somalia say the current dispute will further delay the process thus meeting the August 20 deadline was highly unlikely.

Despite interference from the TFG and the semi-autonomous region of Puntland, Somalia is set enter a new phase including the election of a president, speaker and two deputies.

The elections will not be open to the public instead the next leaders will be made by the country’s king-makers– the 275 MPs and 135 member arbitrary committee. Currently more than 50 presidential hopefuls stand for the country’s top job.

They include journalists, educators, high-school dropouts to seasoned politicians, business tycoons and women.

The main contenders are a tipped to be the current leaders; the President, Prime Minister Abdiweli Mohamed Ali and Speaker of parliament Sharif Hassan Sheikh Aden.

The incumbent President Sheikh Sharif Sheikh Ahmed, who enjoys wide support of Somalia’s various clans is expected to retain his seat.
